"Download Failed" on Android App

I have just purchased a Google Android app on the Market. My phone reported "Download Failed" after attempting to download the app. What do I do?

The problem you mentioned lies in your Android device downloading the app from Google Market. This problem is on the Google Market side. Please contact your the support number for your Android device or contact Google regarding Market.

My new purchased app i got yesterday will not download correctly its purchased and reads install but NWS app that you designed will not download please give me some help and fix this please thanx good bless

Could you please describe the problem in more detail? Do you see National Weather Service is your list of apps? If so, when you tap it, what happens?
