Puzzle: Folder Locker

Recently, someone posted a strange batch file to one of my web sites. The content is completely irrelevant to the thread it was posted to. I read through the batch file and it looks rather harmless.

But I have no clue what the purpose of the script is for. The only clue is the cryptic message left by the poster. I will leave this puzzle up to you to solve. The following is the clue left behind by the poster. And the batch file is attached below for your examination. Please post your deduction.
